Town Board Meeting
July 19, 2011
Present: Chairperson Daniel H. Schmidt, Supervisor Michael Otten, Supervisor Scott Wollner, and Clerk Nancy Boden
Absent: Treasurer Daniel Stoffel
• Chairperson Schmidt called the town board meeting to order at 7:00pm
• The Meeting was properly posted and noticed
Notices Posted: Posting boards at the Town of Kewaskum Community Center, at the Van Vechtin and Buffalo Cemeteries
Notices: Kewaskum Statesman, West Bend Daily News, Radio Stations WBKV & WTKM
• Pledge of Allegiance was recited
• Roll Call was taken
• Moved by Otten/Schmidt to approve the town board minutes from June 20, 2011 as printed, motion carried by voice vote 2-0
Supervisor Scott Wollner arrived at 7:05pm
Public Comment
Lee Bunkelman 2787 County Line Road
Asked if the town would contact the chair for the Town of Auburn to cut the trees in the right-of-way down, they are interfering with line of site.
Operator and Provisional Licenses
• Moved by Schmidt/Wollner to
o approve operator licenses for Jason Strobel, license valid until 6/30/12
o Approve 60 day provisional licenses for Kate Lynn Winkler, license valid until 9-19-2011
motion carried by voice vote 3-0
Ridge Road Culvert issue, east of Kettleview road
Supervisor Wollner reported that some rocks have been removed from around the culvert, but feels more needs to be done to correct the issue. Matt Hahm, engineer, sent a report stating that the property owner is looking to hire a new contractor to complete the job. Mr. Wollner will keep in touch with the town’s engineer to make sure the job is completed by October 15th of 2011.
Consolidation Recycling Grant Option
Board members discussed the option of working with a neighboring municipality on education material. A six week study will be done as to the amount of vehicles that use the recycling center. This will be placed on the September agenda for review again.
Community Center building maintenance
The chair reported that the hall has been painted, corner guards have been installed. Bathrooms will be painted at a later date.
Resolution 2011-06, weight limit on County Line Lane
• Moved by Schmidt/Otten to adopt Resolution 2011-06, weight limit on County Line Lane, motion carried by voice vote 3-0
RESOLUTION NO. 2011-06
A Resolution setting weight limit on County Line Lane
WHEREAS on the 13th of June, 2011 the Town of Auburn adopted a 20 Ton Weight Limit Restriction on County Line Lane
WHEREAS County Line Lane is a shared road between the Town of Kewaskum and the Town of Auburn
BE IT FURTHER RESOLVED that the Town Board jointly with the Town of Auburn adopts a 20 Ton Weight Limit Restriction on County Line Lane

Road Maintenance by Chairperson Schmidt
• July 4th, roadside mowing done
• July 9th, chipping down at Town of Wayne
• Contract has been signed with Scott’s Construction
• Shouldering being done at various location throughout the town
Engineer’s Report
1. Driveway Permit (Field Entrance) for the Berg Trust – Ridge Road.
Property owner is looking to hire another contractor to finish the work. With this being the hottest time of the year and not a good time to plant seed, the Town may want to consider holding off on having the property owner make the restoration until early fall (September).

Clerk Report
The clerk explained that under the state budget bill all municipalities must develop a grievance procedure by October 1, 2011. Information was handed out to all members. This will be an agenda item in August

• Moved by Schmidt/Wollner to convene in closed session pursuant to Wis. Stats. 19.85(1(c), considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility—motion carried by voice vote. Closed session began at 8:05pm – Members of closed session were Chair Schmidt, Supervisor Otten, and Supervisor Wollner
• Moved by Wollner/Otten to reconvene in open session at 8:40pm, motion carried by voice vote 3-0
Closed session matters
• Moved by Schmidt/Otten to:
o Have Chair Schmidt meet with Jim Bauer to discuss cleaning procedures of the town hall, if no agreement is reached Supervisor Wollner will contact interested person to apply for position, to be paid $10 per hour
o Hire Don Schrader at $14 per hour
o Hire Lee Schmidt at $20 per hour
o Chair Schmidt will speak with Jeff Spaeth to see if he is interested in being contracted with the job to complete the warning signs throughout, otherwise he would be hired at $15 per hour.
