Town Board Meeting
October 17, 2011

Present:  Chairperson Daniel H. Schmidt, Supervisor Michael Otten,
Supervisor Scott Wollner, Treasurer Daniel Stoffel, Clerk Nancy Boden,
and 4 concerned citizens  
Absent: none
•	Chairperson Schmidt called the town board meeting to order at
7:27pm 
•	The Meeting was properly posted and noticed
	Notices Posted:  Posting boards at the Town of Kewaskum Community
Center, at the Van Vechtin and Buffalo Cemeteries
	Notices:  Kewaskum Statesman, West Bend Daily News, Radio Stations
WBKV & WTKM
•	Pledge of Allegiance was recited 
•	Roll Call was taken 
•	Moved by Schmidt/Otten to approve the town board minutes from
September 19, 2011, motion carried by voice vote 3-0
Public Comment
Ellis Kahn		8988 Townline Road
•	Wondered was the status of the Wilmer Schmidt property, in regards
to foreclosure action by Washington County
The treasurer explained that he received an email was the county
attorney and the title search has been completed.  Unsure if the fact
that he is now deceased will slow down the foreclosure process.  Mr
Stoffel will speak with the county attorney about this issue.
•	Mr. Kahn also asked if when agenda item #14 and #15 were discussed
if he could speak at that time.  The chair granted this request.
Ellen Dettwiler	8130 Forestview Road
•	Would like to see the recycling center opened on Wednesday nights
again.  Difficult to come on Saturday mornings.
Pre-Buy Propane
•	Moved by Otten/Wollner to purchase the remaining half (1550
gallons) of propane from Strobel Propane at a cost of >$1.94 per
gallon,  motion carried by voice vote 3-0
Supervisor Otten will be contacting Mr. Strobel about this issue
Amending Chapter 9 – Conceal Carry Law
Moved by Schmidt/Wollner to strike section 9.02(2) from the town code,
motion carried by voice vote 3-0.
2 year maintenance plan / LRIP / TRIP-D
The chair explained that the town will not be receiving any LRIP funds
this year, but could apply for the TRIP-D grant on a project over
$100,000, with a 50/50 return.  It was the consensus of the town board
not to apply for the TRIP-D grant due to the fact that they feel we
don’t have any roads that would fit the criteria.  The chair will
have a 2 year maintenance plan available for review by the November
meeting.
Operator Licenses
•	Moved by Wollner/Schmidt to approve an operator license for Kevin
Kohlwey and Jesse Korth, motion carried by voice vote 3-0.
Third Phone Line and Inside Maintenance Agreement
Treasurer Stoffel stated that when he called Frontier, he was told
that the town could drop one phone line and the inside maintenance
plan without a penalty.  Savings to the town would be approx $50 per
month.
•	Moved by Schmidt/Wollner to drop the third phone line and drop the
inside maintenance plan, motion carried by voice vote 3-0
Digital Mileage Indicator
The chair explained that the digital mileage indictor could be
installed in a town vehicle and be used to record the mileage for sign
placement.  The cost is approx $600.  He will look into a measuring
wheel also to see if that would work as well.  The wheel cost would be
$50.
Reflectivity Sign Management Plan
The chair will work with DPW Jeff Spaeth to create the plan and bring
it back to the town board for their November meeting.
Future Brushing throughout the township
Supervisor Otten asked if there was a schedule of upcoming brushing. 
The chair explained the areas that will receive some work.  Mr. Kahn
asked that if he cuts some trees out of the right-of-way on Townline
and W. Moraine would the town chip the brush.  The Chair stated that
they would.  The brush throughout the township will be sprayed in late
April or early May.
Recycling Center Hours
•	Moved by Schmidt/Otten to open the recycling center on Wednesday
nights, the hours will be Wednesday from 6pm to 7pm and Saturdays 8am
to 11am, motion carried by voice vote 3-0
Preliminary 2012 budget
The treasurer Dan Stoffel explained the 2012 preliminary budget to the
town board.  Questions were asked and answered.  There was some
discussion on getting a generator for the town hall.  If power would
fail during the winter there would be issues with pipes bursting and
the difficulty of raising the garage doors so the trucks could exit,
if failure would happen during an election, the polling location would
have to be relocated, and the town hall could also be used as a
shelter if a catastrophe would strike the area.

REPORTS
Road Maintenance by Chairperson Schmidt
•	Mowing of town roads is complete, the mower is in need of some
repair and new tires
•	Center lines on Kettleview and Forestview still need to be
painted
•	Spoke with WisDOT about the damage be done to Salisbury and
Forestview due to the increase in traffic volume with Hwy 144 closure
•	Snow fence installation will begin in early November
•	Trucks will be checked over before plowing begins
•	An employee meeting will be held on October 26th at 7pm
•	Snow plowing agreement between the village and town has been
amended to have the village plow Old Fond du Lac Road
•	Will be getting an estimate from Hilltop Asphalt for possibly
doing some patches on Ridge road
Easement Agreement with the Village on Badger Road by Chairperson
Schmidt
No action taken by the Village of Kewaskum
Farmland Preservation Advisory Meeting by Supervisor Otten
Supervisor Otten reported that he feels this farmland preservation
will be rescinded by the state

By consensus the town board will keep the dog licenses the same price
County Supervisor’s Report by Dan Stoffel
Washington County will have a public hearing on Farmland Preservation
on October 24th at the Fair Park All the departments are working on
creating a zero budget

Population estimates for the township is 1054 with 805 of those people
of voting age
