Plan Commission Meeting
September 14, 2009

Present:  Chairperson Ellis R. Kahn, Supervisor Allen E. Hron,
Commissioner Victoria Heideman, Commissioner John Duren, Commissioner
William S. Butzlaff, Commissioner Thomas Schoofs, and Clerk/Zoning
Secretary Nancy Boden.  Attorney James Danaher was also in attendance.
 
Absent: Commissioner Jane Korth
Cemetery on Highland Dr, and at the Buffalo Cemetery on East Moraine
Dr
•	Chairperson Ellis Kahn called the Plan Commission Meeting to order
at 7:05pm 
•	The Meeting was properly posted and noticed
	Notices Posted:  Posting boards at the Town of Kewaskum
Community Center, at the Van Vechtin
	Notices:  Kewaskum Statesman, West Bend Daily News, Radio
Stations WBKV & WTKM
•	Pledge of Allegiance was recited 
•	Roll Call was taken
Cooperation vs. Coordination
Attorney Danaher gave the plan commission his view of the word
“cooperation” and “coordination” in a legal sense as it pertains to
the comprehensive plan for 2035.  The word “coordination” doesn’t give
the town any more legal authority than “cooperation”.  He stated that
comprehensive planning is already the law in the state of Wisconsin,
66.1001.  He doesn’t see anything that the town would gain if the
wording was changed.
•	Moved by Hron/Butzlaff to leave the comprehensive plan as is, 
motion carried by voice vote 6-0.
Workshop focusing on possible amendments to Chapter 17 and Chapter 18
Animal Siting
Once the animal siting ordinance is adopted the town will send a
letter to all owners of livestock to get a baseline head count for
future use.
Personal Solar and Wind Systems
The plan commission members agreed unanimously that personal wind
systems would have to have a decibel level not to exceed 50 decibels
at the lot line at a height of 6 feet.  To differentiate between a
personal and a commercial system the town will use the amount of
energy produced (total wattage produced on site). The town’s
association will be contacted for the difference between the two. 
Personal wind systems will be moved into the permitted use of all
zoning classifications.
Personal Solar systems will be differentiated between personal and
commercial by amount of wattage produced.  WTA will be contacted for
these figures.
Wood Boilers
The plan commission reviewed the proposed wood boilers ordinance and
from 17.18(2) removed everything but the first sentence.  They also
want to add wording addressing existing wood boilers systems and
storage of fuel.  This will be reviewed at the next workshop meeting.
Adjournment of Meeting
Moved by Kahn/Duren to adjourn the meeting, motion carried by voice
vote 6-0
